Dear City of West Chicago Utility Service Customer,
In October 2011, the City commenced a comprehensive water meter replacement program to address the obsolescence and progressed aging of the existing equipment. The new meters will provide for readings that are electronically transmitted for billing purposes and will register usage in gallons, rather than in cubic feet, which is the unit measure that the old meters utilized in registering consumption. To date, a number of challenges have been experienced, which include issues related to the implementation of the new meter reading software and meter reading software limitations in the selection of reading period dates for billing purposes, among others.
With the unexpected challenges that have transpired, an extensive delay has resulted in the issuance of utility bills for all customers. To address the delay in billing, it is anticipated that customers will be billed in four month increments of usage for some time to come to mitigate the amount due for each bill, recognizing that several more months of consumption have not yet been billed. The City will return to billing in increments of every two months, as has been the billing cycle prior to the new meter project, upon the completion of the City-wide meter installation project and after all billing software issues have been addressed.
The City is understanding to any inconvenience that the delayed billing has caused, the concerns you may have in not having received a bill for an extended period of time for water and sewer services, and any related concerns of the cumulative amount that has not been progressively billed as it may relate to your budget. In response to those concerns:
- additional time will be offered beyond the customary thirty-day due date for payment of utility bills
- payment plans will be made available upon request
- an estimated payment can be made that will be credited to your account to offset future billing charges
Should you wish to make an estimated payment, it is suggested that the payment be made by mailing the payment directly to City Hall, by placing the payment in the drop box located in front of City Hall, by utilizing the online payment link on the City’s website at www.westchicago.org or by making payment in person during regular business hours of 8:00 a.m. through 4:30 p.m. When making an estimated payment, please note the address or account number on your form of payment.
As the City continues to work toward resolving the issues that have delayed the issuance of utility bills to customers, your patience and understanding is very much appreciated.
