A Joint Message from Mayor Ruben Pineda and Police Chief Michael Uplegger on Policing

The City of West Chicago is a proudly diverse community, with representation from many cultures and ethnicities. Since its founding, it has been a welcoming community, built on the principles and values of respect and fairness for all.

The City and its Police Department are committed to providing law enforcement services to the community without bias toward the racial, cultural or other differences of those served. It is the policy of the West Chicago Police Department to provide law enforcement services and to enforce the law equally, fairly, objectively and without discrimination toward any individual or group

The City has received a number of recent inquiries from residents regarding our policing practices. In the interest of education, openness, and transparency, we wish to share the questions that were submitted and the answers that were provided, with all members of the West Chicago community. (See document below)

Since 2017, the West Chicago Police Department has been an accredited agency through the Illinois Law Enforcement Accreditation Program (ILEAP), which is administered by the Illinois Association of Chiefs of Police. In order to achieve and maintain ILEAP accreditation, our policies and practices are thoroughly reviewed by assessors from outside our agency to ensure that we implement and follow the best practices for law enforcement agencies. Additionally, the West Chicago Police Department opted to pursue and obtain the most comprehensive standards offered, designated as Tier Two.  Currently, only 38 agencies in Illinois have received ILEAP accreditation. The efforts to obtain and remain accredited are voluntary and are evidence of the City of West Chicago and the West Chicago Police Department’s commitment to uphold the highest standards and retain the best practices in law enforcement.

The West Chicago Police Department is committed to the belief that video and audio documentation of an officer’s encounter with the community is an important and valuable resource.  To that end, the West Chicago Police Department is currently one of only two municipal agencies in DuPage County that equips all sworn officers with a body worn camera (BWC). In addition to the use of BWCs, each police car designated for use by uniformed patrol officers, as well as plain-clothes gang/narcotic officers, is equipped with a dash-mounted in-car camera system (captures both video and audio). Use of these cameras facilitates professionalism, accountability, and transparency by documenting our interactions with the public.

The City of West Chicago is committed to continual engagement with those we serve in a courteous and professional manner. We have worked hard to earn and maintain the trust of our community, and we value and respect all citizens. Consistent with the policies and tenets of the West Chicago Police Department, we stand with our community, other law enforcement agencies, and the nation against discrimination, racial profiling, and the use of excessive force.

La ciudad de West Chicago es una comunidad orgullosamente diversa, con la representación de muchas culturas y etnias. Desde su fundación, ha sido una comunidad acogedora, construida sobre los principios y valores de respeto y la equidad para todos.

La ciudad y su Departamento de Policía están comprometidos a proporcionar servicios de aplicación de la ley a la comunidad sin prejuicios hacia las diferencias raciales, culturales u otras diferencias de los servidos. Es la póliza del Departamento de Policía de West Chicago proporcionar servicios de la ley y hacer cumplir la ley de manera igual, justa, objetiva y sin discriminación hacia cualquier individuo o grupo.

La ciudad ha recibido una serie de consultas recientes de los residentes con respecto a nuestras prácticas policiales. En interés de la educación, la apertura y la transparencia, deseamos compartir las preguntas que se presentaron y las respuestas que se proporcionaron, con todos los miembros de la comunidad de West Chicago.

El Departamento de Policía de West Chicago está comprometido con la creencia de que la documentación de video y audio del encuentro de un oficial con la comunidad es un recurso importante y valioso.  Con ese fin, el Departamento de Policía de West Chicago es actualmente una de las dos únicas agencias municipales en el condado de DuPage que equipa a todos los oficiales jurados con una cámara desgastada por el cuerpo (BWC). Además del uso de cámara desgastada por el cuerpo (BWC), cada coche de policía designado para su uso por oficiales de patrulla uniformados, así como oficiales de pandillas/narcóticos vestidos de civil, está equipado con un sistema de cámara montado en el coche (captura tanto vídeo como audio). El uso de estas cámaras facilita la profesionalidad, la rendición de cuentas y la transparencia al documentar nuestras interacciones con el público.

La ciudad de West Chicago está comprometida con el compromiso continuo con aquellos a quienes servimos de una manera cortés y profesional. Hemos trabajado duro para ganar y mantener la confianza de nuestra comunidad, y valoramos y respetamos a todos los ciudadanos. De acuerdo con las pólizas y principios del Departamento de Policía de West Chicago, nos encontramos con nuestra comunidad, otras agencias de aplicación de la ley y la nación contra la discriminación, el perfil racial y el uso de fuerza excesiva.
