Construction Newsletter #2 – June 14, 2019
Please be advised that in order to maintain normal mail delivery and to prevent mail delivery vehicles from entering the construction area, on Monday, June 17, 2019, the United States Postal Service will begin utilizing the temporary mailboxes located on the east side of Elm Street near Illinois Route 64 (North Avenue) for mail delivery and pickup.

Construction Newsletter #1 – May 28, 2019
The purpose of this newsletter is to inform you that on Monday, May 20, 2019, the City of West Chicago awarded the 2019 Elm Road Rehabilitation Project to J.A. Johnson Paving Company. Based upon a preliminary schedule provided by J.A. Johnson Paving Company, construction is anticipated to begin the week of Monday, June 10, 2019, subject to change based on weather conditions. The anticipated Project completion date is the week of August 5, 2019, weather permitting.
The project’s work activities include, but are not limited to, the following items: pavement milling, full-depth HMA pavement widening to the west for a width of approximately four feet, hot-mix asphalt (HMA) pavement patching, placement of HMA binder course and surface course, parkway, ditch, and apron restoration where required due to impacts related to construction activities and where right-of-way has been deeded to the City, and thermoplastic pavement markings. In addition, a hammerhead turn around will be installed at the north end of Elm Road. The net length of improvements is approximately 1,053 feet (0.20 miles).
To accommodate construction activities, mainly the roadway widening, it will be necessary for the contractor to relocate the existing mailboxes on the west side of Elm Road; you will be contacted before the relocation is performed. Also, to ensure that mail delivery service is not interrupted by construction activities, a bank of temporary mailboxes will be installed near the intersection of Illinois Route 64 (North Avenue). During construction, mail will need to be obtained from your designated temporary mailbox.
Due to limited access and narrow roadway width, no parking will be allowed along both sides of Elm Road during construction. The no parking restrictions will be strictly enforced throughout the duration of the project.
If you have any privately-owned items within the right-of-way, including but not limited to, landscape items, buried dog fences, sprinkler systems, etc., please remove and/or clearly identify these items prior to the start of construction so the contractor is aware of their presence. Please note that neither the City nor the contractor(s) are responsible for any damage done to privately-owned items located within the right-of-way.
Driveway access may be periodically restricted during construction. Please note all construction activities are scheduled between 7:00 AM to 6:00 PM, Monday through Friday, and 8:00 AM to 4:30 PM on Saturday. Traffic will be restricted during construction hours, but all streets will be open to traffic at the end of each business day.
