Water and Sewer Rate Changes Begin July 1, 2023

The City of West Chicago will be increasing its water and sewer rates as a response to inflationary pressures and inventory issues beginning July 1, 2023.

Water/Sewer Accounts with Outstanding Balances

In October, there were approximately 175 customers who had not paid the amount invoiced in December 2021 to become current by the September 30, 2022 deadline.  Of those invoiced, 47 had paid no portion of their back-billed balance, and were issued shutoff notices.  All but two have now paid in full, with the remaining ones being vacant houses.

As of November 18, there are approximately 75 customers who are not current.  Many of these customers have only paid a small amount towards their back-billed invoice, and have not made much headway.  In December, for those customers who have not been making regular payments on their account will be issued late notices, with no late fees applied.  For this subgroup of customers, should their accounts not be paid in full by December 21, 2022, they will received a shut off notice, which will provide for the termination of water service on December 28, 2022 should their account balances remain unpaid.

For the remaining customers who still have an outstanding balance, please continue to make substantive payments to become current.  In January 2023, the City will be issuing its final invoice that contains any portion of the back-billed amount.  In February, late fees will be applied if the amount on the January invoice is not paid in full, and then the water termination process will begin for this subgroup of customers, such that by the end of February 2023, all customers will be current.

Payment Options

Illinois E-Pay
Use the Illinois E-Pay system to make a one-time payment, or create an account to pay bills conveniently online with no signatures required. Payments can be made with a MasterCard, American Express or Discover card. The State charges a convenience fee for use of this service.

Automatic Withdrawal
Register to have payments automatically deducted from your checking or savings account. Download the form below and return the completed document to City Hall, or call (630) 293-2200 to have an automatic withdrawal form mailed to you.

Automatic Payment of Utility Bills Application (PDF)

If you are set up for automatic withdrawal, your water and sewer is paid on the last banking day of the month.

In-Person Payments
Submit payment at the City's Finance Department (475 Main Street) between 8:00 a.m. and 4:30 p.m. on Monday through Friday.

The City accepts payments of cash, check, American Express, Visa, MasterCard, or Discover.

Drop Box Payments
Utilize the drop box located at the City Hall (475 Main Street) parking lot, next to the U.S. postal mailbox, for after hours payments. Check or money order only.

The drop box is emptied at 8:00 a.m. each weekday.

Use the self-addressed envelope enclosed with the water/sewer bill, or mail payment directly to:

Billing

Water & Sewer Billing
Water and sewer billing to customers is done on a bi-monthly basis. If you do not receive a bill during the first week of your billing month please call (630)293-2200 to receive a copy.

Customer service representatives are available from 8:00 a.m. to 4:30 p.m.

Water Charges
The following Minimum Usage Charges will be applied to City of West Chicago customers’ bi-monthly bills based on the following individual meter sizes:

In addition, customers also are billed the following rates and charges for their water and sewer services for each 1,000 gallons that exceed the initial 2,491 gallons water used, regardless of meter size.

(Optional) Sprinkler Meters

Sprinkler Meters
The City of West Chicago offers the option of purchasing a sprinkler meter. Sprinkler meters record outdoor water use only, and may be beneficial for those homeowners that incur high water bills during the warmer months.

Sprinkler Meter Billing
Water usage registered by a sprinkler meter is billed at the current water rate plus a 15% surcharge, but no sewer rate is charged on that usage since that portion of water is not returned to the sanitary system for treatment.

Sprinkler Meter Installation
Sprinkler meters must be installed by a private contractor who is contracted by the homeowner.  After installation is complete, the meter must be inspected by the City prior to putting the meter into service. Contact the Community Development Department at (630) 293-2200 ext. 131 in order to obtain a sprinkler meter.

Receiving Sewer Credit
Upon receiving an approved inspection from the City’s Community Development Department, users should contact the Finance Department at (630) 293-2200 to begin receiving the sewer credit for outdoor water usage.
