Animal Control

DuPage County Animal Control Ordinances
West Chicago has a number of laws regulating the care, treatment, and registration of pets. The following City ordinances pertain to animal control:

  • There is a limit of four household pets allowed per residence.
  • The owner of the pet is responsible for cleaning any waste produced by the pet.
  • Residents are prohibited from owning any agricultural, non-domestic, or exotic animals.
  • It is unlawful for any person to keep any animal on any property located within the City when the keeping of such animal constitutes a public nuisance or menace to public health or safety.

Visit the DuPage County's website to view all ordinances specific to animal control for resident in DuPage County. DuPage County Animal Services enforces state and county animal control and welfare laws. For a complete list of services provided by DuPage County Animal Services, visit their website.

City of West Chicago Mandate Requiring Animals be Secured at All Times
Under the City of West Chicago regulations, owners of any animal are required to restrain their pets with a leash, keep them within their own property or that of a consenting individual, place them in a crate or cage, or confine them inside a vehicle.

City of West Chicago Fines for Animals Engaging in Hostile Behavior

These fines are no lower than $500.00 for the initial offense; $1,000.00 for the second offense; $1,500.00 for the third offense; each up to $50,000.00. These penalties are separate from any costs associated with the damages and injuries suffered by a biting victim as mandated by the County.

On Target Animal Control will provide the capture and removal of nuisance animals at the following rates and under the following conditions:

  • The $95.00 set up fee will be waived.
  • Residents will be charged $75.00 for the first animal.
  • Residents will be charged $45.00 for each additional animal.
  • Exceptions to this include squirrels, birds and bats above the structure’s first story and coyotes, beavers and muskrats which require a set-up fee and a labor-intensive technique

Any West Chicago resident requiring the removal of a wild animal should contact On Target Animal Control directly at (815) 286-3073.

Snow Removal

The City is divided into seven plow routes. This allows the City to have at least one truck working in all areas of town. Each route contains primary and secondary roads. Primary roads are those that keep traffic flowing in and out of West Chicago and are the first streets to be salted and plowed.

Secondary roads are those that have less traffic flow, are generally side streets, and are salted and plowed upon completion of primary roads. During heavier snowfalls, side streets may not be plowed until after the snowfall stops. The City will make every effort to at least make side streets passable until the trucks have time to properly plow the streets.

Please wait until your street is completely plowed before cleaning off your driveway.

Snow Removal City Policies
Residents should be aware of the following City policies:

  • City Ordinance imposes a parking ban on all streets after a two-inch snowfall until such time as the street has been completely plowed curb-to-curb.
  • It is illegal to plow or shovel snow from driveways or sidewalks into the street.
  • The City does not provide for snow removal from sidewalks other than in front of municipal properties and from the A. Eugene Rennels Bridge.
  • The City will not be responsible for damage to improperly installed mailboxes or to boxes damaged by thrown snow. Properly installed mailboxes require the box to be securely attached to a strong post with the face of the box a minimum distance of six inches behind the back of the curb (preferably 12 inches).
  • The placing of ornamental rocks or other objects along the curb line is illegal as they present serious safety hazards to snow removal equipment and other traffic.

Cemetery Management

The City owns and maintains two cemeteries:

  • Glen Oak Cemetery: Located between National Street and Hawthorne Lane on Arbor Avenue.
  • Oakwood Cemetery: Located at Oakwood Avenue and York Avenue
