Pay Online

Use the Illinois E-Pay system to make a one-time payment, or create an account to pay bills conveniently online with no signatures required. Payments can be made with a MasterCard, American Express or Discover card. Please note, the State charges a convenience fee for use of this service.

Automatic Withdrawal

Register to have payments automatically deducted from your checking or savings account on the last banking day of the month. Download the form below and return the completed document to City Hall, or call (630) 293-2200 to have an automatic withdrawal form mailed to you.

Other Payment Options

In-Person Payments
Submit payment at the City's Finance Department (475 Main Street) between 8:00 a.m. and 4:30 p.m. on Monday through Friday.

The City accepts payments of cash, check, American Express, Visa, MasterCard, or Discover.

Drop Box Payments
Utilize the drop box located at the City Hall (475 Main Street) parking lot, next to the U.S. postal mailbox, for after hours payments. Check or money order only.

The drop box is emptied at 8:00 a.m. each weekday.

Billing

Water & Sewer Billing
Water and sewer billing to customers is done on a bi-monthly basis. If you do not receive a bill during the first week of your billing month please call (630)293-2200 to receive a copy.

Customer service representatives are available from 8:00 a.m. to 4:30 p.m.

Water Charges
The following Minimum Usage Charges will be applied to City of West Chicago customers’ bi-monthly bills based on the following individual meter sizes:

In addition, customers also are billed the following rates and charges for their water and sewer services for each 1,000 gallons that exceed the initial 2,491 gallons water used, regardless of meter size. The following rates are effective as of January 1, 2025.

Sprinkler Meters (Optional)

Sprinkler Meters
The City of West Chicago offers the option of purchasing a sprinkler meter. Sprinkler meters record outdoor water use only, and may be beneficial for those homeowners that incur high water bills during the warmer months.

Sprinkler Meter Billing
Water usage registered by a sprinkler meter is billed at the current water rate plus a 15% surcharge, but no sewer rate is charged on that usage since that portion of water is not returned to the sanitary system for treatment.

Sprinkler Meter Installation
Sprinkler meters must be installed by a private contractor who is contracted by the homeowner.  After installation is complete, the meter must be inspected by the City prior to putting the meter into service. Contact the Community Development Department at (630) 293-2200 ext. 131 in order to obtain a sprinkler meter.

Receiving Sewer Credit
Upon receiving an approved inspection from the City’s Community Development Department, users should contact the Finance Department at (630) 293-2200 to begin receiving the sewer credit for outdoor water usage.

Online Payments & Service Requests

The City has contracted with Groot Industries, Inc. for its residential recycling and waste disposal services. Residents with a service-related issue or question, must call (847) 429-7370 or visit Groot's website for assistance with their services. Residents can submit a payment online on Groot Industries, Inc.'s website.

Service Billing & Rates

Residential units are billed quarterly through the City’s service provider. There are three service rate options available to residents. If your management service supplies dumpsters, the listed programs do not apply.

  • Standard Program: Each household receives one 35- gallon capacity tote for their use for weekly waste collection. One universal refuse/yard waste sticker will be required for every extra can or bag.
  • Large Family: Households can request a 95-gallon capacity tote (equivalent to about 3 regular garbage cans) for an additional monthly fee; universal stickers will be required for any extra items.
  • Senior Discount: Seniors 65 years of age or older are eligible for a discount on the Standard Program.  To receive a discount, please bring your driver’s license or State I.D. as well as your current property tax bill to City Hall for verification.

Current Service Rates
The following rates are effective as of January 1, 2025.

  • 35-Gallon cart (Senior Rate): $12.50
  • 35-Gallon cart (Regular Rate): $19.74
  • 95-Gallon cart: $23.74
  • Universal Sticker: $3.00
  • Yard Waste Cart Annual Subscription: $200.00

Pickup Schedule

Resident pickup occurs on Monday, Wednesday, Thursday, and Friday based on location of residence. Residents can view the pickup route map to see which day their pickup occurs.

Holiday Pickup Schedule
In the event a recognized holiday falls on a weekday, all regularly scheduled services shall be delayed by one day for the remainder of the week. Holidays falling on Sunday are observed the following Monday with services delayed one day that week.

Recognized holidays include: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

Pausing Service

Residents on vacation, or away from their homes, for longer than four weeks may have their service stopped for this period and will not be billed. Service will automatically resume on a specified date.

Yard Waste Collection

Yard waste may be collected during the yard waste season that occurs annually from April 1st through November 30th. During this time, residents may place yard waste within the parkway for collection on their regularly scheduled pickup days.

Yard waste may be placed in a brown lawn refuse bags that do not exceed 50-pounds in weight, while bulky items such as branches or brush must be securely tied and bundled, with branches no wider than 3 inches in diameter.

Each yard waste bag or bundle requires one universal sticker to be affixed to it when placed out for weekly collection.

Groot Industries, Inc. also offers a yearly subscription service whereby a cart will be provided for an annual fee. For information about ordering a yard-waste cart, please call (847) 429-7370 or visit Groot's website for more information.

Acceptable yard waste items, include: grass clippings, leaves, twigs, garden debris, weeds, fruits, seeds, stalks, vines are acceptable landscape items. Landscape does not include wood timbers, plastic edging, plant pots or trays, fertilizer or landscape material bags, landscape fabric, root sections, sand, wood chips, bark, gravel, sod, firewood, rocks, excess amounts of dirt or animal waste.

  • Murphy's Ace Hardware Store, 319 S. Neltnor Boulevard, West Chicago

Seasonal Programs

In addition to regular garbage and recycling pickup, the City and its service provider(s) provide several seasonal programs including the Brush Collection Program and the Spring and the Fall Leaf Collection Program. Visit the City's Resident Program webpage to view several seasonal programs offered by the City.

Recycling Services

Recycling materials are collected curbside on regular service pickup days. Residents may use their own container, up to a 33 gallons, for recycling. Containers must be clearly marked as “Recycling". Residents may also visit City Hall to pick up a “RECYCLING” decal to affix to the can.

A Universal Sticker is not required for recycling pickup. If foreign materials are placed in the recycling can, the bin will be left with a notification of non-collection tag.

The City is not responsible for the replacement of the recycling bins. The homeowner needs to call Groot Industries, Inc. (877) 775-1200, or visit the website at www.groot.com for further information on recycling.

Electronic Recycling
The City of West Chicago has contracted with Groot Industries, Inc. to provide residents with free drop-off of electronic waste at its e-waste facility located at 1995 Powis Road on Saturdays from 8 a.m. to 11 a.m. Please contact Groot at (877) 775-1200 with any questions.

Bulk Item Collection

Bulk items are items which exceed fifty (50) pounds, and are too large to fit an approved refuse container that will require one (1) Universal Sticker in order to be picked up during regular weekly collection. Other examples of Bulk Items, include:

  • Sofas, tables, dressers, chairs and mattresses, etc.
  • Up to five (5) rolls of carpet no longer than 4-feet in length and 18-inches in diameter.
  • Construction type debris in bundles not exceeding 4-feet in length or weighing more than fifty 50-pounds, or containers not weighing more than 50-pounds.

Bulk Item Collection Event
The City's waste hauling service provider, Groot, manages an annual Bulk Item Collection Event, which is typically scheduled the first week of May for incorporated residents and customers of Groot. Visit the City's Resident Programs webpage for more information.

Dumpster Rental

Residents in need of a dumpster or dumpster bag rental service are required to use one of the following companies that are licensed with the City. Please note the maximum time allotted for dumpster storage is 14 days.
