Water and Sewer Rate Changes Begin July 1

Water Rates

Effective July 1, 2022, the following Minimum Usage Charges will be applied to City of West Chicago customers’ bi-monthly bills based on the following individual meter sizes:

In addition, customers will also see the following increased rates and charges for their water and sewer services for each 1,000 gallons that exceed the initial 2,491 gallons water used, regardless of meter size.

Explanation of Water and Sewer Increases

Prior to the economic downturn in the 2000s, the City used to increase its water and sewer rates annually based upon the cost of living adjustment in the Chicago area. While charges and rates have not increased over multiple years, the cost of goods and services as well as labor and benefit costs continue to increase.

These facts, coupled with the increased cost of living, resulted in the City Council, on May 20, 2019, approving the increased charges and rates. Sympathetic to customers who had to deal with adverse economic issues during the pandemic, the City delayed implementation of the increase.  However, the City cannot wait any longer for reasons cited earlier.  With these changes in charges and rates, please note the following:

  • water usage rates have not increased since 2006 and its sewer rates have not increased since 2009;
  • the nonresidential sewer charge (pretreatment) has not changed in over 20 years;
  • the billing charge has not changed since 2008; and
  • the minimum usage charges were increased only nominally in 2012.

The City of West Chicago still remains below the average and rates of the neighboring communities as displayed in the below chart.  While the chart was used in 2019 to help guide the level of the rate and charge increases, other municipalities have continued to increase their rates since that time while the City of West Chicago chose to delay the approved increase until now.

Cambios en Tarifas de Agua y Drenaje Empezando el 1 de julio

Efectivo el 1 de julio de 2022, las siguientes Tarifas de Uso Mínimo serán aplicadas a facturas bimensuales de clientes de West Chicago basado en los siguientes tamaños de medidores individuales:

En adición, los clientes también verán las siguientes tarifas y cargos aumentados para los servicios de agua y drenaje por cada 1,000 galones que exceden el uso de agua inicial de 2,491 galones, sin importar el tamaño del medidor.

Explicación de Aumento de Agua y Drenaje

Antes de la caída económica en los 2000, la Ciudad antes aumentaba anualmente sus tarifas de agua y drenaje basado sobre el costo de ajuste por costo de vida en el área de Chicago. Mientras los cargos y tarifas no han aumentado durante varios años, el costo de productos y servicios igual que los costos de mano de obra y beneficios continúan aumentando.

Estos hechos, junto con el aumento de costo de vida, resultó en que el Concilio de la Ciudad, el 20 de mayo de 2019, aprobara el aumento de cargos y tarifas. Comprensivo con los clientes quienes tuvieron que enfrentar con los aspectos económicos adversos durante la pandemia,

la Ciudad retraso la implementación del aumento. Sin embargo, la Ciudad no puede esperar más por las razones citadas anteriormente.  Con estos cambios en los cargos y tarifas, tenga en cuenta lo siguiente:

  • las tarifas de uso de agua no han aumentado desde el 2006 y sus tarifas de drenaje no han aumentado desde el 2009; y
  • el cargo de drenaje no residencial (pretratamiento) no ha cambiado en más de 20 años; y
  • el cargo de facturación no ha cambiado desde el 2008; y
  • los cargos de uso mínimo fueron aumentados solamente nominalmente en el 2012.

La Ciudad de West Chicago todavía permanece por debajo del promedio y tarifas de las comunidades vecinas como demostradas en la tabla abajo.  Mientras la tabla fue usada en el 2019 para ayudar a guiar el nivel de los aumentos de tarifa y cargo, otras municipalidades han continuado aumentando sus tarifas desde ese tiempo mientras la Ciudad de West Chicago eligió retrasar el aumento aprobado hasta ahora.
